Frey & Muller—a Certified Business Enterprise (CBE)—was founded in 2023 by David Muller, a civil construction leader with over two decades of experience in the Washington, DC region. As a longtime DC resident, David saw the need for a firm that blends technical expertise with a deep understanding of local regulations to better serve the District’s development landscape.
